Our Story
Our journey began when our co-founders, Bill Nagele and Todd Volheim, met in 1995 while working on the 24-story Orange County Courthouse in Orlando, Florida. United by a shared commitment to quality and a desire to continually raise the bar for structural concrete construction, they officially opened the doors of Universal Forming in 2005. Leveraging over 50 years of combined experience, Bill and Todd have grown Universal Forming into Florida's leading builder of concrete structures.

Our leadership team consists of experienced professionals who have spent their careers in the construction industry. Bill Nagele, our Chief Operations Officer, has a wealth of experience in concrete construction, having developed a reputation for superior project supervision and management skills. Todd Volheim, our President and owner, has a passion for construction, having grown up in a family-owned construction company. Roger Bilton, our Vice President of Pre-Construction, brings a lifetime of concrete construction expertise to develop innovative approaches to project delivery.
