Our company's history dates back to 1968 when Fred Mills Sr. founded MS Development Corp. Over the years, we have been responsible for the development and construction management of thousands of homes across the Carolinas. In 1999, Fred Mills Sr. founded United Property Management (UPM) to ensure superior property management. Then, in 2001, Fred Mills Jr. established Mills Construction Company of S.C., Inc., focusing primarily on multi-family construction management.

What We Do

Our services include Development Consulting, Workforce Housing, Student Housing, Construction Consultation, and Affordable Housing. We guide developers through the development process, provide workforce housing for middle-income households, construct student housing, offer construction consultation to meet programmatic and budgetary needs, and develop affordable housing with a strong track record of successful applications.
